Sajid Mir: Accused Planner of the 2008 Mumbai Terrorist Attacks
Wanted in Connection With the Mumbai Attacks
Sajid Mir is wanted by the FBI for his alleged involvement in the November 2008 terrorist attacks in Mumbai, India. The coordinated attacks struck multiple locations across the city over three days and killed approximately 170 people, including six Americans. U.S. authorities allege that Mir played a senior planning and operational role in the attacks rather than participating only as a peripheral associate.
Three Days of Coordinated Attacks
Beginning on November 26, 2008, and continuing through November 29, ten attackers trained by the Pakistan-based foreign terrorist organization Lashkar-e-Tayyiba (LeT) carried out coordinated attacks across Mumbai. Hotels, cafés, a train station, and other locations were among the targets. Approximately 170 people were killed during the attacks, with victims including citizens of India, the United States, and other countries.
The scale and coordination of the attacks resulted in an extensive international investigation. Six Americans were among those killed, giving U.S. authorities jurisdiction to pursue individuals allegedly responsible for planning and supporting the operation. Mir subsequently became one of the individuals charged in the United States in connection with the attacks.
Alleged Chief Planner
Mir allegedly served as the chief planner of the Mumbai attacks and was involved in preparations before the assault began. Authorities allege that his responsibilities included directing preparations and reconnaissance used to support the operation. His alleged position placed him behind the planning of an attack ultimately carried out by ten trained attackers at multiple locations.
The FBI’s allegations describe Mir as an operational figure who played an important role before and during the attacks. Investigators have sought information concerning his activities, associates, and connections with individuals involved in the operation. His alleged leadership role remains central to the federal case against him.
Directing the Attacks From Pakistan
During the Mumbai attacks, Mir allegedly served as one of the Pakistan-based controllers directing the operation. While the attackers carried out the violence in Mumbai, controllers located outside India allegedly maintained a role in the unfolding operation. Mir’s alleged involvement therefore extended from preparations and reconnaissance into the period when the attacks were actively taking place.
His alleged role as a controller is a significant component of the accusations against him. Authorities connect him with both the preparation of the attacks and the operational network supporting the attackers. This alleged involvement contributed to the serious terrorism-related charges later filed against him in the United States.
Lashkar-e-Tayyiba Connection
The ten individuals who conducted the Mumbai attacks had been trained by Lashkar-e-Tayyiba, a Pakistan-based foreign terrorist organization. Mir’s alleged involvement in planning and directing the attacks connects him with one of the most consequential terrorist operations attributed to the organization. The FBI continues to identify him in connection with the Mumbai attack investigation.
The international nature of the case extends across Pakistan, India, and the United States, along with other countries whose citizens were affected. Authorities have investigated the people responsible for planning, facilitating, and carrying out the operation. Mir’s alleged role places him among the senior figures connected with the attack.
Six Americans Killed
Six American citizens were killed during the three-day assault, making the Mumbai attacks a major U.S. terrorism investigation as well as an attack carried out on Indian soil. Their deaths formed part of the basis for federal charges brought against Mir in the United States. U.S. prosecutors subsequently charged him with offenses that included the killing of an American citizen outside the United States.
The deaths of American victims contributed to continued efforts by U.S. authorities to pursue individuals allegedly responsible for the attacks. Mir was federally indicted several years after the violence occurred. An arrest warrant was subsequently issued for him.
Alleged Denmark Terror Plot
Mir is also accused of participating in a separate conspiracy to carry out a terrorist attack in Denmark between 2008 and 2009. The alleged target was a newspaper and its employees, expanding the accusations against Mir beyond the Mumbai operation. Authorities allege that the conspiracy occurred during roughly the same period as his involvement with the Mumbai attacks.
The Denmark allegations further demonstrate the international scope of the activities attributed to Mir. Investigators have examined his alleged involvement with terrorist operations targeting people and locations in multiple countries. His connections and activities during this period remain relevant to authorities.
Federal Charges in Chicago
Mir was indicted in the U.S. District Court for the Northern District of Illinois, Eastern Division, in Chicago on April 21, 2011. The federal charges included conspiracy to injure property of a foreign government, providing material support to terrorists, killing a U.S. citizen outside the United States and aiding and abetting, and bombing places of public use. A federal arrest warrant was issued the following day, April 22, 2011.
The charges reflect the seriousness of Mir’s alleged involvement in the Mumbai attacks and the deaths of American citizens. His case has remained part of the FBI’s international terrorism investigations. Authorities continue seeking information relevant to his status and whereabouts.
Appearance May Have Changed
Mir once wore a beard and had hair extending down to his shoulders, but authorities have warned that his appearance may have changed. The FBI states that he may have altered his appearance through plastic surgery, meaning older photographs may not accurately represent how he currently looks. Information concerning his identity should therefore not depend exclusively on physical appearance.
Mir is believed to be residing in Pakistan. Anyone who believes they possess information concerning Mir should provide that information to authorities rather than attempting to approach or confront him. Information about his whereabouts, associates, travel, or activities may be relevant to law enforcement.
Information Sought Worldwide
Anyone with information concerning Sajid Mir, his whereabouts, associates, activities, or alleged involvement in the Mumbai attacks should contact appropriate law-enforcement authorities. Information concerning his alleged participation in the Denmark terror plot or his connections with Lashkar-e-Tayyiba may also assist investigators. Relevant information can be submitted through the FBI’s official tip system, while individuals outside the United States can contact their national law-enforcement authorities for appropriate international coordination.
